Local Community Support Grant

Local Community Support Grant 2025-26

The City of Bradford Metropolitan District Council wishes to inform organisations of its plans for Local Community Support Grants. They are for:

  • People with a learning disability and/or who are neurodivergent
  • Older People
  • Communities of Interest

They should:

  • Support people to support themselves and each other to enhance or maintain people’s level of independence, including encouraging people to actively move around where possible.
  • Be fun, varied and challenging.
  • Give people the opportunity to explore new interests or get involved in things they did previously.
  • Must engage with people in their local communities to connect people of different backgrounds, and encourage people who might be isolated to attend the group.
  • They must ensure the group is inclusive and increases involvement by adopting a flexible approach to support people to access the group who have more significant care needs.

The maximum amount we will fund is £11,918.30 p.a. per project. With each organisation able to apply for up to three (3) grants.

1 05/09/2024 Can I please ask what a 'community of interest is so I can be sure when applying? This provision is targeted at priority groups to whom Adult Social Care has duty towards. Adult social care has a duty towards people who are older or living with a disability or physical or mental illness.
These grants are to support people over the age of 18 with learning disabilities and/or who are neurodiverse, older people, and we will consider communities of interest where those people we have a duty towards are taking part in the activities and are people who may be a minority, where mainstream provision may not suit their needs. 
2 09/09/2024 Can this grant be applied for to help fund an already existing project / organisation with ongoing work so long as it meets the other criteria, or does it have to be a new project that is funded? We will consider existing groups/activities if they meet the criteria. Please can we ask you to look at the guidance document, ‘section 4.7: Ideas for how you will keep improving your group’ and take this into consideration when applying. 
3 12/09/2024 What age of people can these grants be used for? These grants are for adults aged 18+. 
4 17/09/2024 Please can you explain how clauses on annual turnover will be reviewed at panel? We will be reviewing the past three years of accounts that have been submitted to the relevant authority, using the average annual turnover of this time period.
5 20/09/2024 Error in Application form. Under Qualifying Questions, Question A, on page 4. Please note an error in the application form. Under Qualifying Questions, Question A, on page 4, ‘A project budget for the two (2) years the funding covers’ – This should read as A project budget for the ONE (1) year the funding covers.
6 26/09/2024 What counts as an organisation  An organisation is an entity such as a company, or an institution (a formal organisation) or an association which is made up of groups of people, working together, for a particular purpose.

7 27/09/2024 What is the definition of a group being user-led?  User Led organisations are organisations that are run by, and for people who use or are potential users of care and support services. This includes things like being a peer support-based organisation, run and controlled by the users, being driven by the groups requirement for activities they choose based on their needs. 
8 27/09/2024 Funding period extention We would like to inform you that this round of grants will have the option for 12 months extension period at the end of the year, subject to budget being available. 
9 07/10/2024 Can the grant be used to fund Church events?  Local Community Support Grants are not eligible for the use of individual events. Please refer to the guidance notes in the link below for full details of what the expectation of what the grant is for:

11 17/10/2024 In the Guidance Notes, the template monitoring form - question 25 states:

‘Please provide a brief breakdown of expenditure against the agreed  budget for the last six months of the project, covering October 2023 to March 2024’

Do these dates need amending?
This is a template form for information and these dates will change once grants are awarded. We will send out the monitoring form to Providers who have been awarded a grant/s, with the relevant dates within the time period.
12 30/10/2024  Q1 - Can we use the fund to purchase equipment such as iPads, TVs and Laptops for groups which are already running?

Q2 - In the application form it asks us to include payments from our service users, if we do not take these, what should we write in this section?
Q1 - Costings to purchase equipment to aid a group that is already running are not eligible in the Local Community Support Grants.

This fund is to support the running of groups for older people, people with a learning disability and/or who are neurodivergent, or communities of interest.

Please see Guidance Notes:
5.1.5 Grant funding provided as a result of this process shall be used to support core running costs such as staff salaries, volunteer expenses, rent, room hire charges and insurances.

Please note this grant does not cover capital costs such as iPads and is to fund the running of a group, which has not already been funded to run by another funding source.

Q 2 - Project Financial Breakdown
If you do not take any payments from people attending, you do not need to write any headings that state payments from people.
13 08/11/2024 In reference to the 3 projects organisations are able to apply for - can they be linked or do they have to be independent from each other? If you apply for 3 grants, it must be for 3 separate groups. Please see The Guidance Notes (Link below) for more information about criteria and what we expect organisations to be able to demonstrate.

14 08/11/2024 Can we apply for this grant to work with people within this criteria, if our general cohort of delivery is with children and families?  It will not hinder your application if your organisation’s general cohort of delivery is with children and families as long as this fund is used for adults within the criteria of this grant.

15 08/11/2024 Do you have to target one specific group e.g.

• People with a learning disability and/or who are neurodivergent
• Older People
• Communities of Interest
Or are you happy with a combination of one or two?
We will consider applications that are working with more than one specific group, as long as the people attending the group meet the criteria as detailed in the Guidance Notes (Link below)

You may wish to state if you are working primarily with one group of people but are opening the group to others too
16 08/11/2024 "The maximum amount we will fund is £11,918.30 p.a. per project" - how many years can we apply for? This grant is for one year and will have the option for 12 months extension period at the end of the year, subject to budget being available. At this stage, you can apply for one year. 
17 13/11/2024 Can a CIC (Community Interest Company) apply?  Yes, a CIC (Community Interest Company) can apply. Please see Guidance Notes for criteria and further information.
